I, Arturs Krišjānis Kariņš, Prime Minister, hereby certify that Ilonda Stepanova, State Secretary of the Ministry of Transport, is authorized to sign the Bilateral Air Services Agreement between the Government of the Republic of Latvia and the Government of the Republic of Rwanda, on behalf of the Government of the Republic of Latvia.
