I, Evika Siliņa, Prime Minister, hereby certify that Agnese Vilde, Ambassador Extraordinary and Plenipotentiary of the Republic of Latvia to the Council of Europe, is authorized to sign, on behalf of the Republic of Latvia, Protocol No. 16 to the Convention for the Protection of Human Rights and Fundamental Freedoms, adopted on 4 November 1950.
