I, Evika Siliņa, Prime Minister, hereby certify that H.E. Ms Lelde Līce-Līcīte, Ambassador extraordinary and plenipotentiary, Permanent Representative of the Republic of Latvia to the European Union is authorized to sign the Agreement on the Interpretation and Application of the Energy Charter Treaty, on behalf of the Government of the Republic of Latvia.
