I, Evika Siliņa, Prime Minister of the Republic of Latvia, HEREBY CERTIFY that Kaspars Briškens, Minister of Transport of the Republic of Latvia, is authorized to sign on behalf of the government of the Republic of Latvia the Memorandum of Cooperation between the Republic of Latvia and the International Maritime Organization Concerning Participation in the IMO Member State Audit Scheme.
